I'm not sure, but there's nothing saying that it is JPN only ^^ Also the lottery coupon are attached to 5555 first copies of SDG ver. B that are sold everywhere, so there's a possibility that oversea fan can get one as well. :3

Nothing's been said about it being Japan only. However nothing's been said about it being open to fans outside of Japan.

Maybe we should all tweet Maya, Aiji and LM.C staff asking about this?
